Comments, Suggestions & Complaints

Though Smith County Appraisal District hopes every property owner has a good experience in making an inquiry or protest, we want to make sure an opportunity to take exception or make a comment is available. The taxpayer liaison officer (TLO) is the person who can assist with filing a complaint, or making a suggestion or comment. The TLO can be reached at (903) 510-8600.

The TLO is responsible for receiving, and compiling a list of comments and suggestions filed by the chief appraiser, a property owner, or a property owner's agent concerning appraisal review board (ARB) hearing procedures or any other matter related to the fairness and efficiency of the ARB. The TLO forwards these comments and suggestions to the Comptroller's office and makes a report to the board of directors at each of its meetings.

The Texas Comptroller of Public Accounts provides a survey as an opportunity for property owners to make comments concerning the ARB. All of the surveys are submitted to the comptroller's office and compiled into an annual report. The primary purpose of the survey is to capture information concerning the performance of ARBs, not the results of protest hearings. There are posted signs in both hearing rooms and in the lobby above the survey station outlining the instructions in detail. Property owners interested in filling out the electronic survey are required to do so immediately following their hearing and it must be done at the Appraisal District office.

If a property owner wishes to answer the survey in writing, he or she may do so, but only at the appraisal district office. The written survey will then be entered into the online version by the TLO. Only one survey should be completed at the conclusion of a hearing concerning one account or several accounts.



Chief Appraiser's Customer Survey

These postage-paid cards are part of the chief appraiser's quality control program. They give the public the opportunity to rate their experience with the district and make additional comments. The surveys are addressed to a separate post office box and submitted directly to the chief appraiser.



Complaints

The TLO is responsible for resolving disputes not involving matters which may be protested to the ARB under Section 41.41 of the Texas Property Tax Code. The TLO reports to the board of directors at each meeting the status of all complaints filed. If a written complaint is filed with the board that the board has the authority to resolve, the TLO shall notify the parties of the status of the complaint.
